ST. ANTHONY - It's been called one of the most disturbing cases of animal neglect many in St. Anthony have ever seen.

However, police in St. Anthony say the owners of the matted dog Tuesday will NOT be charged with animal cruelty.

St. Anthony Police Chief Jim Smith says the owners are not mentally capable of understanding any charges facing them.

"You pass by the house where we found the dog and it's surprising that people even live there it's so run-down," said Smith.

The shiatsu, now called "Matt" by those at the Fremont Animal Care Center, was taken to the facility on Tuesday after being found with more than nine pounds of excess hair that had matted on its small frame.

"We just shaved little bits at a time, went through four clipper blades in the process.  The stench was unbelievable.  He had all sorts' fecal matter and wetness on his body," said Dr. Janet Kershener of the Fremont Animal Care Center.

Kershener, along with fellow staff member Jesse Metts spent more than two hours shaving the hair off the dog, even putting him under anesthetics to ease the pain.

Wednesday, staff at the Fremont Animal Care Center says the dog is doing well and in good spirits.

"He's so happy today, loving life, eating, wagging his tail, and barking at us," said Metts.

Staff at Fremont Animal Care Center says this sad case of neglect serves as a reminder to pet owners as to the importance of taking care of their animals.

"I've seen some matted hair on dogs, but nothing this bad before.  Owners need to realize dogs need love and care just like kids do, so it's important to take care of them in a similar way," said Dr. Kershener.

The humane society in Rexburg is still receiving donations on Matt's behalf.
