Jon Clontz presented his preliminary timeline to the Wyoming Lottery Board on Monday.
Clontz says the timeline hinges on the contract with a vendor but could be shortened if the board is willing to rush the process.
Lottery Board chairman Brian Scott Gamroth tells the Casper Star-Tribune that the delayed timeline came as a surprise. But he says the board has only one chance to establish the lottery. He said the goal is to do it as fast as possible without unnecessary risk.
